Hispanic Heritage Month proclamations, 1994 to 2025

32 proclamations, one for each year from 1994 to 2025, as listed by the Federal Register API. Each card quotes the first sentence and the line that sets the dates, word for word from govinfo.gov's copy of the Federal Register.

What this list covers

The list comes from the Federal Register API. FederalRegister.gov describes its coverage this way: “using the FR document number you can get information about any Federal Register document published since 1994.” (FederalRegister.gov, Developer Resources: REST API)

On October 12, 2026 we searched the Federal Register API for presidential documents containing the term Hispanic Heritage. It returned 33 documents. 32 are proclamations titled National Hispanic Heritage Month, one for each year from 1994 to 2025; the other one is not about the observance. None is for 2026.

The text of each proclamation is read from govinfo.gov (Government Publishing Office), which publishes the same Federal Register issue.

2026: proclamation status as of October 12, 2026

The search above found no 2026 proclamation. That is the result of one search of one collection on one day, not proof that no 2026 proclamation exists elsewhere. The White House posted a Presidential Message on National Hispanic Heritage Month, dated September 17, 2026 (whitehouse.gov). A message isn't a proclamation, so it isn't in the list below.

The laws behind them

1968: a week

“the President is hereby authorized and requested to issue annually a proclamation designating the week including September 15 and 16 as "National Hispanic Heritage Week"”

Public Law 90-498 was approved September 17, 1968 (82 Stat. 848).

1988: a month

Public Law 100-402 changed the wording “by striking "week including September 15 and 16" and inserting "31-day period beginning September 15 and ending on October 15"”, and said: “The amendments made by section 1 shall take effect on January 1 of the first year beginning after the date of the enactment of this Act.” (Public Law 100-402 (102 Stat. 1012)) It was approved August 17, 1988 (102 Stat. 1012).

Our calculationThe first year beginning after August 17, 1988 is 1989, so the month-long observance under the law starts with 1989.

Today: 36 U.S.C. § 126

“The President is requested to issue each year a proclamation— (1) designating September 15 through October 15 as National Hispanic Heritage Month; and (2) calling on the people of the United States, especially the educational community, to observe National Hispanic Heritage Month with appropriate ceremonies and activities.”
